The congresses are moving from the megacities and capitals to villages. The 4th Russian Congress was organised in the largest village in Russia called Kinel-Cherkassy in the Volga region near Samara.  The intention was to improve the living conditions for people with disabilities also in the villages and small towns. The congress was hosted by the local Medical College, which provides professional training for students, including those with visual impairments.

Due to existing travel restrictions, the congress was held in a hybrid format. A total of about 300 participants took part, 50 in person and 250 online. Seven countries were represented: Russian Federation, Kazakhstan, Tajikistan, Turkey, Egypt, Israel and Germany.

The Congress was attended by representatives of the regional Ministries of Health, Labour, Education, Youth and Science, as well as the Head of the Disability Department and the Presidents of the NGO “White Cane”. Thematic platforms in the fields of inclusion, education, rehabilitation and employment and workshops in painting, massage, photography and straw braiding were held. An inclusive regatta “Sails of the Spirit” was organised. Yachting teams included persons with disabilities from small Russian cities.
